Theft, Robbery, & Heist Rules
You must wait 24 minutes in between heists. You cannot "steal" a heist from another group of players.
T-Counts and Hostages
For a robbery or heist, you are allowed a maximum of 5 people on scene, not including hostages. You can have an additional person to assist with spotting or as an outside shooter.
If you're part of a gang, you can recruit up to 2 civilians to help with the heist, but no more. This is the only instance where mixing gangs and civilians is permitted.
Fake hostages are strictly prohibited for heists or any criminal activities. This means you cannot use a friend or pay someone to pretend to be a hostage.
You cannot introduce new hostages once the scene has begun.
If you take EMS/PD personnel hostage, the following rules apply:
You cannot take an EMS/PD member hostage if they are the only one on duty at the time.
You are limited to taking only 1 EMS/PD member hostage per scene.
If you take an EMS/PD member hostage, you cannot have any other hostages in that scene.
If the police inquire, you must disclose if you have an outside shooter or spotter.
You have 20 minutes from the moment the police arrive to complete your heist. If the time expires, the police are allowed to breach and act as they see fit.
